This
is a story of Madam Chief Kiboko, a lonely area chief who represents the
caliber of corrupt government administrators that have made the society a
hub for their corrupt activities.
Madam Chief meets John
Mwambia who has just finished his secondary school studies and passed with
flying colours. He
comes to collect government scholarship forms for students who
passed the national exams. The chief does not
want to give out the forms yet they are free.
The
chief finally gives Mwambia two choices: to either pay the 1000 shillings for
the form or compensate by working for the chief in her office for a few days.
An
unsuspecting Mwambia agrees to work for the form, at the chief's home events unfold and we get to
see another angle of chief’s moral corruption.
